The current event is a precursor to the next event, so for now, grab all the rations and drinking water you can, by posting and clicking pop-ups. I think they appear every...ten minutes? Not too sure.

Oh. And. There're some free items in the shops (namely "Threads). The hairstyles aren't free, but I've got some spare change, so if you'd just tell me... :)

Ah, so that's the theme of this whole event. I hadn't read into it yet.....a famine seems a horrible. Guessing it plays into the story of the Trisphee universe somehow?

Indeed. The planet, Deivai, is under heavy famine. How this relates to late is to be seen.
