I guess I've been in law enforcement for so long I have developed a warped view of things XP

Sei- we have a mixture of repeat offenders, first timers, pre-sentencing, and we also house inmates for other agencies. Being a jail, we only house people that are sentenced to less than a year. Anything a year or more gets sent to prison

No, no, you're fairly correct. As long as people keep getting locked up, we still need people to watch em.
