That's probably what it is, it was hinted a lot by fenris and a few other staff.

Well they never hinted it, they just said it was coming up.
A dream avi creator is a small possibility.

I've more than hinted at a saved-avatar feature -- I've outright said it's already implemented on the backend but I need to get the interface working better before I can activate it.

Maybe it's an option to formally pick a race, something that offers up new bases? I don't know. They've done more than just hint at a comic (they've actually said there's going to be one) so I don't think it's that.

I've talked about it in several threads before. It's not on our short-term list because I have to do some heavy overhauls to the avatar editor before I can let you guys use it.

Aw, picking race would be a little meh, cause I don't really want to chose and I would want to have access to them all. xD But maybe they could be shop items. xD

I admit that I just want it to be relating to races because the only items that suggest different races/skins are so expensive. X__X
