Oh, they haven't been handed out yet, due to some issues, or given preview of, but they will be in future. ^^

Anonymous: If you saw any sort of horns, it was probably from an avatar that was from closed beta item testing. Once they resave their avatar, they'll have to wait until the item is released again.
