Page 15, directly after the rule that states a house is worth as much rent as a hostel as long as you buy a pet along with it (animal shaped monopoly pieces don't count).

Section 5, part 2, under the Clause of Major. It says,

"Whenever a player goes into debt, has to mortgage property, sell property, is stuck in jail for 10 turns straight, sees their worst enemy win a crapton of money for over the 99th time, or is just sick of the great misfortune this stupidly cutthroat and divisive game has caused them, this player has the right to flip over the board, game table, and other players' chairs in a cathartic rage and start screaming at everyone. Should this happen, it means the game is complete and everybody lost.

The last time I played any form of Monopoly, it ended with one of the players ragequitting.
