It ends when the event ends (August 27th). As for the individual rounds, you can decide anytime to take your crayons, just like tsukiko did with her 10. Most gamblers end up somewhere between 11 and 20 before they cash their winnings though.

If that's what you want to do, you definitely can draw several cards in a row. The casino however is not responsible in case you forfeit your winnings by going too high.
