owo do you draw the panels before or after the art?

you could do it either way I've seen it done both, like some artists just draw the images and then worry about filling in a panel though i think its easier to plan out the panels for the page and go about it that way

xD i was more of meaning the professional webcomics that make money and everything from the work they do. Like example the LFG comic it has a staff so to speak
