I think there was a dragonair somewhere in the show.. maybe one of the movies.. or in that one episode where they met bill and dragonite.

There have been a few reasons (thanks for doing the research I didn't want to do DK!) The epilepsy think on that one episode, some of the way some pokémon look (jynx), and some other stuff that I don't recall right now.
