Isn't it one of the main difference between androids and cyborgs? With cyborgs having both organic and mechanical, and androids just being mechanical?

Yes, but cyborgs aren't necessarily "fleshy" in the usual sense of the word. Like, they can have organic, uh, organs and stuff, but they don't necessarily need to *feel* fleshy.
