It's the "User Appreciation Event 2011 Participant" achievement that you get for posting at least once in the event forum.

yes, Coda does his voodoo and can see who has each number ticket. When you're on your avatar menu they're in the usable tab, you can see what number you have there.

So, you can buy some to increase your chances or you could try with the free ticket you receive to win.
So, you have a choice to buy or not buy. Just be active here. :3
