Yep, Shiva's power doesn't wear off if you one-shot the whole round. It's ridiculous. It's why Ginny was able to clear Extreme King Metal Dragon. (I forget how I managed to clear it. Poison, probably.)

when we combine with pluses, for certain monsters is it best to concentrate on a certain plus? like for a healer, +RVC and for an attacker +ATK or one of the others +HP?

They all max out at +99 for all three, so in retrospect it's probably easier (and saves more inventory space) to just focus on one. You should only bother solely focusing on one once everything else is about close to maxing out.
