No, it's limited to admins, mods, and other staff with mod powers. To my knowledge, there were certain groups that for the most part don't have mod rights.

Just seemed like a conscious decision when that was setup (as opposed to an effect of a programming shortcut or the like), and wondering what inspired that decision.
