Is it like a high or more of a drunk type of reaction? I haven't actually seen what they do, that I can recall at least.

There's actually this cartoonist that focuses on the strange quirks that greyhounds might have. There's a lot of shared ones with Italian Greyhounds, even though they are different breeds. For example: https://www.instagram.com/p/B4agyxFBKty/

Maybe they only do it to humor them, letting the humans believe the dogs find the game of catch amusing.

Irl. I'm probably the one confused. But I saw someone in one of the streetwear subreddits earlier that made me think of how dramatic you can get with the makeup.
