The Chasers are okay (but not amazing) early-game; Wind Chaser is one of the few Physical leaders that provides a RCV bonus. Their biggest shortcoming is the fact that they max at level 70, so their stats start being a significant drain on your team pretty quickly, and they don't have enough other redeeming features to make up for it like Draggie does. (And even Draggie's stats aren't THAT abysmal.)

Is there a set pattern as to what rank your total cost allowed increases?

One of the other Cost Dungeons are no long Cost dungeons ouo Now for Draggie to pop up.. I WILL HAVE DRAGGIE! (even though its useless for me now)

with all these rares having high costs, my teams still pretty useless and if I upgrade I end up going over my limit =O such a annoying spot to be in XD

That's not true, I still hit "cost exceeded" quite often. ^^() But it happens to be the case that I've got a bunch of useful sub-30 cost monsters that can pad out my teams.
