"With so many of my people not in a place with easy access to hospitals we have many home births," Canada admits knowing on average ten percent of his people are born at home. "But they call doctors or nurses that have been given a license to make birth certifacates we have pastors ands priests who will do marriages over the phone too for people to far away to got to a priest or pastor in person." Those are the hardest to keep track of and check the records for but so far it still works well.

"That's understandable. You have a lot of mountains and snow and ice....and ice. I hate ice." He hasn't mentioned that yet, has he? "But there are some people in the world who wouldn't report a birth. Which really is bad even if that's the worst thing they do to the child. It makes it hard for them when they're an adult." He's kind of rambling. "Marriages....over the phone?" He just gives Canada this weird look. "How do you know someone isn't lying? How do you know there's actually a preist...or a couple on the other end?"

"The largest of the diseaces and church's take care of that and there are ways to prove that someone is actually a priest or a pastor." Canada can't go into detail but he knows there are ways. "And you already mentioned you deep rooted hatred for ice." Not that Canada minds the repition, it just interesting to see the differences in the countries weather preferences. "Yes, those children have it hard but there are ways to prove they were born here, in Canada, even if the actual documents don't exist."

"Well...I mean while you're on the other line getting married. How would they know? People have pulled off some weird scams before..." He could see them doing scams on people who want to be married on the phone...though that would have to be someone pretty desperate. "Well....I hate it so much it needed to be mentioned again!" He smiles a bit. "Yeah, but how can you prove where your parents were years later? Say when you're 16 or something?" He's got to ask questions. A lot of them.

"A scam to get married?" Canada supposes someone could do that but it hasn't happened yet. "We'll deal with that when it comes." Canada gave a grin at the Confederacy's other question, "Blood tests and other things like that match them up to their parents, it might stop them from getting a job for a while, because they're waiting for results. But we always get them as quick as possible with little error back on track."

"There's been scams for everything else, why not marriage too?" He shrugs a bit. "But that won't prove where they were born. It can match them up to their parents, but just because their parents are or aren't Canadian doesn't mean they were born there, you know. And....this is kind of off track, but I heard the can do this thing with blood to make the test mess up. Like take out the white blood cells....the ones with DNA? And add someone else's DNA in it. Not that it matter on that, but it still seems cool."

"I've heard of that too," Canada confessed having already known his countries plan was not fool proof. "Personality and family trees come into play there, I think. They can trace certain diseases and personality disorders through the tree and a few other things I'm not sure I want to know about." It is true there is much Canada would prefer not to know about his country and how it works but knows that it is nessisary. "And a marriage scam might get a little comfusing to do because when we review them we can check the back grounds for people and were they where at the time of the call."

"Had to mention that." Because science is becoming very advanced every time you blink. "Some diseases are race/ethnicity specific...like Tay-Sachs and other things....I know they can trace AIDS from the originator down...to some extent. Not sure how that works though to tell you the truth." Random information is a go! "Yes, but I assume those do get backed up now and again when something big starts going down or something. And what if the person was faking to be a preist using an actual preist's name and church? I know it isn't likely at all."

"I'm not to sure about tracing AIDs and other diseases like that either." And that is the truth, he never need to know so he never bothered learning. "And yeah, they getted backed up often but they try to be efficient as possible." Something that is often dificult in such a large country. "And priest have a special kind og citizenship because many of them aren't Canadain citizens they are citizens of the Vatican." And if that was not confusing enough, Canada never got why most of them where citizens there even if their Pope lived there.

"Well I know they can trace strands of it." He shrugs a bit. It's just some random information he has, "Yeah, I would expect that...since other things do pop up that are more important. Like diplomatic relationships and other things." And with people getting divorced and re-married...got to keep up with that. William just makes this wtf face. "That....that just doesn't make sense to me." No priests he knows of have any citizenship other than wherever they live currently.

The conversatiopn comes to an uprupt pause as they come up to the house. Canada opens the door for his guest. "Welcome to the Canadian House, Confederacy." He welcomes the nation to his house for the first time.

William/The Confederacy likes to ramble while he talks, but that's temporarily ended. Once he's inside, he goes padding around, exploring the house. Seeing where the bathroom of course is. It's the most important place to know where it is. "I like this place so far."

"Thank you." Canada said, "I'll leave you to explore while I go see what my emergency is." The secretary is probably worried about Canada dying now that he took so long on actually getting to the house though. Canada heads towards the back of the house, his study where all the paperwork is done.

"Mmmkay. Good luck on whatever it is that happened." And so he explores. After awhile he wanders to the back and pops his head into paper work land AKA the study. He looks around for a moment before seeing busy Canada and retracting his head and just standing there for a bit before deciding which direction to explore in next.

Canada had been right, the secretary had been overwhealmed with paperwork and needed his help. "What has the paperwork done, breed?" he asked apon catching sight of exactly how mcuh there was to do.
His secretary chuckled, "Something like that, sir."

William happens to have good timing apparently and hears the comment about the paper work breeding and ducks out a bit to start giggling. He's imagining paper bunnies. He has some problems, but it works out for now in being funny.
