Oh Hell yeah, 90's and early 2000 cartoons got pretty crazy, and I'm not just talking about Ren & Stimpy or Invader Zim. I used to watch Powerpuff Girls a lot when I was younger xD. I'm surprised to hear people wouldn't remember Him, he was one of the most memorable villains as far as I'm concerned, especially since he's the only one who seemed truly malefic while the others just did evil deeds because they found it amusing/because they held a grunge against the girls/they were a random monster/or just simply because they could... >.>. Though, Mojo Jojjo did have his moments as well, not to mention Sedussa.
