The hair's in Trinkets and Tresses! It's not free but it doesn't take long at all to earn some hair, or you could scour the Market threads to see if anyone's selling event items that often come with hairs. :3

Ah...I found them. The hair is a bit expensive so I'll stay bald for a while and explore. lol

Like Rem said, and you can earn enough tokens through achievements to buy hair in the token shop as well, which is where I got my hair item.
And it is fairly active in places.

I didn't see any hair in the achievement shop though. But I like the cute hats, might nab those at some point. Hoping to save coins for artwork. XD

But we'll see, no rush. Bald is beautiful.
