You have to take your dog on a ton of walks before it'll give you the option. xD At the beginning of the game, every time you go for a walk, it'll be to a different area, once you've gone to all the areas at least once, it'll let you go down whichever one you want and then you can go to the parks and stuff too.

You have to enter competitions. The Lure chasing one is the easiest for the beginning of the game. xD There's 3 different competitions that you can enter twice a day each. I do the Lure one twice a day to get $200. >o>; It took me like a week to get enough for a kitty. ;o;
