Nope - if B10 was a filled square, the last hint number in B would have to be 4 or 1 instead of 3 (if it was 4, the block would consist of B7,B8,B9,B10 and if it was 1, B10 would be a single one square block while the already filled B7 and B8 would belong to a different block). Hope the explanation makes at least some sense.
