I apologize so much for the confusion, I was going to have my good character in a new made up village, and my Bad character as a ninja from the sound... Which is a premade..

Ok so so far, we have my girl sent to track your girl right? She would need to be from the same village yours would be from right?
Is this some time after Naruto's time? If so would the Akatsuki still be a thing?

This would be after the war with tobi, I would say in its own time. Maybe, My character is a jinjuriki and is being hunted falsely for that?

That sounds like a good idea. Perhaps the village is far too wary of your girl since they saw what kind of destruction a tailed beast could create?

Lucien stepped off onto the street the as the sun beat down upon his eyes, He quickly jerked his head down covering his eyes quickly with a pair of sunglasses that he clipped along his front pocket. "Wretched sun..." Then man once again looked up, the suns rays dulled by the shades he looked around the city, A Sadistic smile ran across the mans face as he looked to the tattoo of a black dragon upon his neck. "Well, Well Regina, it smells like the streets are lively today.. so many bodies to pluck from the streets, Some many bones to break and so much blood to be spilled.. Where should we start first?"

The man paused for a second as if listening to the tattoo he had just been communicating with.. "I'm not sure we will find them there.. But, I could be wrong..." The man shrugged and walked down the street looking around and studying the surrounding civilian movements carefully trying to decipher if any of them where of the skulls.

Does he have like an ultimate goal here? Like so far in the manga, Orchimaru's was to take down the leaf, at least until recently.
