Well for Mistress Nine I remember a friend wanting to do her so what we did was get something like a vest like jacket took the sleeves off and modifed the top went out looked for a long dress. The wig you could find at a costume store or speical order it. She's not very hard to do if you wanna go easy but to make her from scrtach you will need much fabric.

One: Shes one of my favorite Villains. Ever. Period.
Second, she looks relatively simple to construct.
