Added Baseball Punk Fringe to the Salon, based on the item Neon Punk

if there are previous requests left unresolved, feel free to repost them and i'll see what i can do.

Edit (4/14): Baseball Punk Fringe was miscategorized as a starter item and appears as such when using the Inventory tab. It is still usable in Editor. a fix has been requested.

Edit The Sequel (same day, good turnaround): Miscategorization has been fixed.
