The idea behind me pointing out that I'm not a graphics artist isn't to excuse sub-par choices...it's so you guys point it out to me, so I can fix it. :)

As for shop NPCs...they had been discussed by the staff before, and we've decided to leave them out of the shops for the moment. But it is true that every shop has an NPC, both in art and actual NPC accounts with avatars. A bunch of them have item sets that are actually acquirable too. From past events, I believe.
