Use Alfred and Eleri in the Sandswept Delta with dragons of lesser levels. That will level up the other dragons and continue to level your fighters. Then to level up those two beyond level 11, move them up to higher levels as their level increases.

You can level dragons slowly in one fighting level lower than their level. The quickest though is to fight in levels the same as your highest level fighters.
