Admittedly, this particular Nephilim (Nephilite?) is insufferably arrogant. But, think about the world he came into. He has this wholly unwarranted legacy of power that sets him above these frail creatures he meets, allowing him to dominate them utterly, and with his child's comprehension of what it means to be a person, it's really the only possible result that could have come about.
I'd go so far as to say that he doesn't understand emotion itself; to him they're just chemicals within the human brain, divorced of meaning, and that he sees humans as little more than animals. Lev intrigues him, since he can sense that he is more, while Shealtiel has gotten under his skin with the knowledge he revealed. He dismisses the others almost out of hand as non-threats.
So, in short, yes, he's hopelessly corrupt and an absolute menace. :p
