If your mother does not want him and his friends drinking because they are underage or smoking pot in her home because it is illegal, she can call the cops. She will not get in trouble if she does not want it to happen in her home. She's a victim. I mean, if a neighbour called and reported it, imagine how much worse it would be? If your mother called, they would take that as a sign that she doesn't want that happening in her own home. Anyone could see that.
