I do like that festival idea. I think we can kind of involve the sort of illegal dealings with those, too. Like certain parts are illegal to use? So there is a black trade somewhere in the mists of the whole fair?

I think you should make the basic map design then, as in oceans and rivers and as such. Specific geography can be decided by the people who make the cities and point out their locations, or by you if there are any blank spots left.
