I think what Funk was asking is are we setting it on Earth(so five continents, seven oceans, all the normal geography) or a completely different 'world' and hence a different geography.

We could do what they loved to do only a couple hundred years ago, set it in a World's Fair, so we could have all sorts of people arriving to show off the 'latest and greatest' in steampunky tech.
