It just means that you can make a character, post for a while when you are able too, but if you get too busy or don't want to be around for that long at a time you can bail for a while. Your character goes in the absent pile. It basically represents a known characters comings and goings, or perhaps a character that only appears for a while like a temporary villain or something. The main gang is from the shop which is staying as it is for now. New cats will be from other areas or backgrounds, and can become permanent game fixtures or not.
