You didn't play Oblivion, so you might not know what I mean. All the major cities were separate environments. You had to go up to the gate an go through a load screen to enter and exit them. If you cheated and scaled the walls, they were empty of NPCs and none of the doors worked. This won't be the case in Skyrim.
