Um, well, they flock to you. Like, it honestly seems like as soon as you emerge on the world map, they all spawn and start converging on your location. And they fly, so they dive-bomb out of the sky on you and just continually harass you whenever you're moving overland in Morrowind. There's no way to get rid of them short of mods.

Oh, and heaven help you if you try to fly somewhere. I think I had around 30 pecking at me at once, once. They're especially bad early in the game, when they're actually tough to kill and do a lot of damage, too.
