I know what you mean. They did it that way so that you couldn't steal powerful stuff early on... which made it so that stealing was practically worthless. Hopefully Skyrim will have a better balance in that regard.

And, let us hope that Cliff Racers don't make a triumphant return in Skyrim. I'll willingly forgo levitation if it means not having to deal with those avian bastards.
