and then you wait til they look around and approach and say "ummm... hi. I know you don't know me but I couldn't help but notice you are speaking japanese.　日本から着ましたか？" They most likely will respond in japanese fast but you can always say "please speak more slowly" or "i am just learning japanese, I'm not good yet" or "I'm sorry I do not speak much japanese"
