I felt like such a derp when I got mine. I resetted my game like, 4 times. The final try I had my Munna put him to sleep and I painstakingly made it so he was at EXACTLY 1 HP. It was a Heal Ball that finally got him. - A- AND THEN. I go outside. I use that dowsing machine. And find an Ultra Ball in the trash cans to the west. *facepalm*
