There needs to be more active members, people need to bring them in.
I hadn't heard of this site until a friend mentioned it to me, so if you've got friends, tell them to try to get them here and give them reasons why this site would be better to spend time on other ones.

Like right now I have nothing special to say other than "The avatars are better than a lot of other sites, and the layering mechanic is pretty awesome" And that may not be enough for some people
