CG isn't a bad medium for cartoons, but it's not my favorite. Unless it was a sci-fi movie, in which CG would probably be perfect. Not that there haven't been any really AWESOME 2D sci-fi cartoons before, (Treasure Planet, anyone?), but CG would get all those little details that really make a sci-fi visually fantastic. Yet, for all the tiny, amazing details that can be put into a CG cartoon, I feel like it doesn't push the same boundaries that 2-D does.
As for 3D in movies... I feel like it's really unnecessary, as far as the popping out effect goes, at least. Now, if it were used more for defining the depth of fore-front objects and characters against background objects and scenery, then I would consider it a lot more polishing. (Like, instead of pushing front objects closer, make background go back.)
