My city has always been terrible with crime.

Senyoru is right, though. In Japan, the culture and mindset is just so different from Western culture that crime is barely on the radar. Things still happen, of course, and I think it's getting worse now that the traditional Japanese culture is falling more into the pop-culture of Japan as time goes on, but it's still way, way less than most developed Western cities.

I actually think the way the Japanese legal system is set up is a big deterrent of crime. They only just re-instated the jury system, and before that it was a rather extreme sort of "guilty until proven innocent" system with a high conviction rate. So high conviction rate = higher chance of going to jail if you're even suspected of a crime.
