I mean, if I did this myself I'd go far beyond that. I've studied heraldry, so I'd use that experience to enable all sorts of flag designs.
* (color) Heraldic Flag (just one pose)
* (color) Heraldic Bar (horizontal, 12 poses)
* (color) Heraldic Bend (diagonal, 8 poses -- two widths of line, plus top and bottom halves, for each diagonal)
* (color) Heraldic Pale (vertical, 12 poses)
* (color) Heraldic Canton (4 poses, one for each of the four quarters of the flag)
There are several other blazons that could be used to describe a flag or shield design, but a lot of them can be made by layering these -- bordure, for example, can be done with bars and pales.
I'd consider some charges, too, but that could easily explode, and of course the whole thing suffers the problem that you multiply everything by the number of positions you want to be able to pose the flag in. Which... really suggests something more like Minecraft's banner editor rather than trying to do it all in the avatar layering. But that's a whole separate can of worms to get into...
