Ew, that's a pretty toxic work environment.

The statement stands; places like that will hire anyone because they get a lot of churn. Anyone with standards will quit, which means that the people who keep the job are the ones who can tolerate excessive levels of BS.

It's not quite illegal, but it's a sign of a bad employer. It's a self-perpetuating cycle of crap, because employers that can't trust their employees end up getting employees that can't be trusted.
