I'd like to help (re-)introduce people to tumblr, but as Galla probably knows, probably 70% of my content is videogame shit. On tumblr, you really want to find and follow people who post what *you* also want to be posting. (Unless you're the type to make a lot of original posts. Which I'm not. Unless I'm latenight shitposting.)
As for actually following people you don't know -- new followers are almost always welcome. There are a few edge cases where they're not, which will most likely be explained in any About Me section on that particular blog (for example, a lot of LGBT+/NSFW blogs forbid people they know IRL from following them). Other edge cases are like, don't follow someone purely for a contest, etc. But generally speaking, people will usually be hyped to get new followers.
