Linen was common for a lady's chemise and drawers, but the petticoat was what would keep her warm in England during the Victorian era, and in parts of the United States in that era as well. Plus, high fashion dictated what the various classes of society wore. The more money one had, the nicer the material, and the fancier the petticoat.
