I know around here women can go topless if they want to. Personally, I'd rather be topless than in tank because those little sleeveless things bother me.

Plus, my Uni had a clothing optional beach attached to it (not sure if it was officially that way or if no one cared) so I don't think there's a lot of fuss. Liberal area, though right now I'm a couple hours away and in the more religious end of things, not that that means all that much.
