Nope. They can be feral or tame. Domestication is a genetic process that occurs through selective breeding, and a domesticated animal is genetically a different breed than a wild animal. A feral cat, however, is genetically identical to a tame cat, and the only difference is upbringing.
Similarly, wolves and dogs are different breeds of the same species, but wolves are wild while dogs are domesticated. If a wolf has puppies, and you take in one of those puppies and hand-raise it, it will still be a wolf and somewhere between 2 and 3 years of age it will stop acting like a dog and start acting like a wolf. But if a feral dog has puppies, and you take one of those puppies and hand-raise it, it will be a tame dog for the rest of its life.
