I'm tempted to say Lady Crane, because of the pattern, but I haven't found an exact match yet. I think it's some sort of dress/skirt. It also kind of looks like Glitch grabbed the image from cropping a screenshot. The white/black at the bottom looks like a preview thumbnail border >.>
