I think the popcorn and cotton candy booths are assumed to already include personnel.
EDIT: scratch that, for the lists I've got:
Personnel: Bearded Lady, Mime, Acrobat, Sword Swallower
Deco: Lanterns, Garlands, Balloons, Daisies, Fairy lights
Attractions: Mirrors, Popcorn, Cotton Candy, Ring Toss, Ferris wheel
