It might just be because I am a teacher but I dont really see why thats condsidered "bullying". She was frustrated. She told you not to write on the packet and you did. We have to repeat ourselves a million times because there is always one kid that doesnt listen and does exactly what you asked them not to and it gets frustrating. She gave the mini talk to try to keep it from happening again, not to purposely humiliate you. And she told you you arent listening in class because you did what she asked not to be done, so she thinks you arent listening.
