If you look above B it says 2 3, meaning you have 2 filled squares and at least 1 blank one before having 3 more filled squares. Now B 7 and 8 are filled and you can't have 4 more active squares under them so it means that they are part of the 3, so either B9 or B6 is the active square to fill that item. Then space (or Two) and the other two filled squares on that row. Cross it with the numbers on row 6 and you can figure out if B6 is active or not.
