There are various reasons. Stubby tails are common in breeds from the UK if they were working animals, as it was a sign that the dog was not taxable, or something like that. Since Corgis are herding, like Old English Sheepdogs, they would have historically had tails docked. Not sure why the Cardigan had long but I hadn't looked.
Modifying ears has a history as well, for various reasons from looking fiercer, to keeping ears out of the way for hunting or fighting dogs that might get them torn off, to removing them all together for various reasons, like both of the above.
...And I would guess a Chow if not the Peke, if we can keep guessing.
