No, voltage measures how much work is done BY a unit charge going through those points (or conversely, how much work must be done to force the charge to go through those points in the opposite direction).

No, that's not the confusion you're having, because there ISN'T a difference.

It's either "required potential energy" or "difference in available potential energy".

"Starry" is an adjective, not an adverb. If it were "starrily blue" then you'd be right, but I just made that word up right now.
