Pal point monsters come in three types: "Rare" monsters, evolution materials, and level-up ("enhance") materials. You should save your pal points until the type you want comes up.
Rare monsters are usable in your team early-game, and they're usually better than the monsters you can get from normal and technical dungeons. Later in the game, they serve as skill-up fodder for better monsters. You probably won't want to use your pal points on rare monsters once you get a few solid teams built.
Enhance materials and evo materials can sometimes be used in your team, especially very early on, but they're primarily used for powering up your other monsters. Don't roll on these if you don't currently need them.
That said, pal points max out at 50 pulls, so pull instead of stockpiling if you're getting close to the cap.
